If I have a RT with a porter cable 690 can I buy a variable speed control for it

Yup, I have several : )
Basically , you can use the speed control device with any motor that has brushes in it .

You will notice a slight decrease in torque when cutting harder woods with a rheostat (variable resistor) type of speed control. A solid state control will reduce that effect!

Another possibility is a Variac (a variable transformer) as a speed control as these just change the supplied voltage but they are physically large.
