My wife found this in someone’s trash and we are wondering what it is/was used for?

It reminds me of something when I was a kid (1950s), but I don’t know what. Maybe it will come to me.

My 1st guess was for Chinese checkers but there aren’t enough colors or marbles

With white & black balls, maybe it was for voting. Is the trash owner a member of a fraternal organization? (Moose, Elks, Masons, Eagles, Legion, etc.) Maybe they got black balled, got mad and stole the voting box.

Thanks guys, Funny. Both my wife and I have discovered some fantastic trash treasures through the years. Yes, there are a lot of masons around here.
