The only glue that i am aware of that will glue ok over old glue is hot melt hide glue over old hide glue. Newer glues won't bond well to old glue. What kind of glue was used?
As crappy as it sounds I would clean out the old glue. You can test for hide glue wiping with hot water. With regular glue you will get a weak adhesion and no bond between the new glue and the old glue. It will seem to glue in OK and then it will fail. I found that out years ago when I glued up a chair that way. My butt hurts just thinking about it.
