Magna made the shopsmith.. that is most likely a shopsmith bandsaw rigged on a homemade stand.

It is a really excellent small saw. I have one and I just love it.
Check out this blog entry. It shows one just like that cutting perfect veneers from a pepperwood log.
It was impressive.

Magna for sure. I had one for many years. The parts are still available from Shopsmith.
Great saw for its size.
If you buy it, get the manual, and replace the metal guides with Cool Blocks.
