Would someone please tell what this punch is and how to use it?

It has been banging around in my little box of punches forever.

I think it came used with a bunch of other stuff I bought used cuz I never bought it.

It is obviously spring loaded and it looks like it can be used as a centering punch.

More than that, I do not know.

I believe you are correct that it is a centering punch…

don’t need a hammer to operate
just put it where you want
(like to dimple for a drill bit)
and push it in
it will hammer the tip for you

You guys are right on.

I was looking for something to pull back to set the spring

But all I need to do is push down on it at the desired location and it punches the little dimple just perfectly.

I was making it too complicated.

They use those with sheet metal.

They are great with sheet metal but I have seen people use them on thicker steel too.

We use those in the fire service to break windows out of cars before we use hydraulic spreaders(jaws of life) to open doors on wrecked vehicles. Push on it in the corner of the window and it shatters the tempered glass.
