How to rub out Enduro Var gloss to semi gloss?

I’ve got 4 coats of Enduro on my table top, all Gloss. 2 questions:
1) how to i rub down the top coat to get to a semi gloss finish? I have some good steel wool. I’ve never rubbed anything down.
2) there are a couple of what look to be fairly good sized dust particles and also a big drip which sticks up. Is there a way to address these? hopefully via the same method at #1.

I wouldn’t mind putting one more coat on, but i’m a little shy of the amount needed for another coat.

I would never use steel wool for anything. Some 320 grit should work. Just wipe it a couple times without any pressure. Then use a satin top coat. Be sure to remove the dust with a good vac and use your hand to gather the dust then use the vac on your hand. Works best.
