I have a turning project that calls for a 21 mm bit. I cant seem to find one anywhere. One site has a 21.3 mm Forstner bit. Is that close enough?

Do a search on the net for W L FULLER INC
They manufacture bits etc and will send you to one of their retail outlets.

19mm is also hard to find. I ground a spade bit to suit. I take a deep breath every time I have to use it.

A 13/16” might be easier to find and would be only slightly smaller.

The real questions you should ask yourself is; What is this bit needed for? What will be put through the hole?
Will you apply a finish? if so a 21.3 bit would work fine once a finish is applied.
Or else you could just use a 27/32 bit
