I have a bargin basement garage operation which is not insulated very well. I have staked milled lumber and stumps. Any suggestions on how to speed up the drying process?

Make sure that you have it stacked with stickers spaced properly. Stickers should be around 1” thick to allow for air flow. Hopefully it is warm in there and that will help. The other thing you can do is have a fan blowing on the stacks. That will help speed up drying. Other than a kiln, not much else you can do.
