I have a neighbor, that is willing to sell me a #4 and a#7 stanley. Both have a lot of surface rust, but not pitted as far as I could see. I know there are a couple experts on here, what are they worth? Please.

Pictures will help. Lots of variables.

Well, they look to both have good condition rosewood tote and knobs. Maybe in the type 16 range, but tough to say from the angles in the pics. Assuming no cracks, and the mouths are in good shape. Value is subjective, of course. I would be a happy buyer at $60 for the set. I would be a happy seller maybe at a $100. Hopefully, you will get more feedback.

Not an expert, but I’d say about $15-20 for the #4, maybe $50-60 for the #7 would be fair, as long as they don’t have any issues other than needing cleaned up.
