Ohio tool was from Scoito Ohio.(1890-1920) Made tools also under the Scoito name.
Ohio brands were considered 1st rate whilw Scoito brand was alleged to have been made by prison labor.
Later marged with New York tools(1893) who made tools under the Auburn name.

W. Butcher is a well known American maker of wooden
planes and chisels. Maybe they just made plane irons
and the bodies were procured from other makers.

A slight correction ksSlim. Ohio tools were actually based in Columbus Ohio near the Scioto river and the Ohio Penitentiary. They did use prison labor from what I gather. Interestingly their factory was near one of the largest buggy makers in America too, The Columbus Buggy company run by one of the Firestone progeny http://www.touring-ohio.com/central/columbus/columbus-buggy.html . I live about 3 miles from where the factory used to be so I may be a little more interested than most ;)
