That could be converted to a router table.

Go over to the Vintage Machinery website and search the photo archives. I looks similar to an early Craftsman I have, but that Walker Turner has a much heavier fence adjustment mechanism.

Why convert a shaper to a router table? Router tables want to be shapers when they grow up.

That looks to me like a Chraftsman badged Walker Turner unit. I used one that a friend owned about 45 years ago and it looked just like that one.
