I gogled the patent and it appears to be a setup gauge. The patent information link is below. Not sure what to do with it. It came with my used felder equipment.

It gives you a perfect 45 degree and 90 degree reference
for your blade tilt. When the blade plate contacts both
doohickeys the circuit is closed and the widget lights up.

Make sure it contacts both doohickeys or the widget will not light up! That made me LOL at the paper mill at 2:15 am. Thanks Loren.
