Who should control Medicare?

I think I remember that originally it was supposeds to be self sustaining, without congress getting their grubby paws on it. However; That changed with LBJ – who needed more money to justify his cause in VietNam, so he raided the fund and made it part of the GDP. Every president since has done the same thing! So now, because the numb nutts in the circle of do nothings except blow hot air – both sides of the aisle – the fund is going broke.
And we take the short end of the stick.
