I just picked up a 3hp Reliant shaper. No info came with it. It appears that I have to use a spanner wrench to hold the spindle while tightening down the nut on top of a cutter. Is that correct?

Probably true, as many shapers are that way. I’d look for an appraise spanner or wrench in a pawn shop. Much cheaper that way.
