what kind of pulley situation would be best suited for a home made bench grinder to grind plane blades and wood with a that has 1 hp 3450 rate motor.

if you want this for high speed grinding then something between 1-2 / 1-1 setup would give you a ~1500rpm-3400rpm which is comparable to high speed grinders. I actually have a variable speed grinder and those 2 speeds are the low and high on the dial.

You can add an arbor directly to the shaft of the motor for the grinding wheel. I have one on an old Delco motor now and it works just fine. You can find one here or any good industrial supply should have htem locally. If you are wanting to build a stand and mount the motor and use pullies a calculator can be found here
