This may sound odd, but has anyone ever seen a chess set where the two sides represented armies? I’m suggesting the American army on one side and the German army on the other side. Pieces would be of soldiers in military dress. This could also represent navies, Civil war pieces, Revolutionary war pieces, etc. The possibilities sound endless. You could even have the FBI vs John Dillinger, army vs navy, etc.
