What is the best adhesive to adhere wood to a melamine surface and what treatment is required to the melamine panel?

Try Roo glue.

I’ve had good results with Titebond Melamine glue. I still try to back it up with screws (confirmat) when possible. I did a simple strength test by glueing an edge of melamine to the face of another scrap. Let it dry overnight and then broke it apart. It took the face of the melamine off and just peeled out the lower core. The glue did not fail, the particle board core failed.
