milky white finish on treated wood

I’m using sikkens cetol interior on some baltic birch cabinets, it has worked well so far until i tried Applying it over an area of the cabinets that i treated with this stuff called FX lumber guard. its a flame retardant thats supposed, from what ive read, still take finishes as normal.

i let it dry overnight and sanded it off, plus quite a bit more. and still the same problem, the extra sanding might have helped a little because its a little more blotchy this time, so the finish is applying normal in some small spots.

any ideas to get it to work? maybe thinning it a little? redoing the doors is out of the question because of my time frame. if all else fails i might consider just painting the doors of all the cabinets.

and while im at it, its not darkening the wood as much as id have liked, any tips on how to tint it a little bit?
