First off, I must say I love this drum sander. Best tool I have ever purchased! Now for the bummer part, yesterday the outboard clip that holds the paper on the drum broke. Must be a spring tension or something, the clip just wont hold the paper. I just ordered a new one and should be here in a few days.

has anyone ever had a problem with the clips on the 19/38? just wondering how easy/heard they are to replace?

I have one and am not happy with it at all. Had to change the conveyor motor because it stops and goes at will causing digs on the boards, the conveyor belt gave out in a year and half. As it relates to the clip, the one on the motor side is very difficult to attach the sandpaper to. If you still feel the spring action, it is not the clip just have to straighten up the paper and few trials and error should get it in there. If the clip has no spring, it could be the spring came off its pivot. I assume you have to remove the drum to fix that. Better call them and ask them how to do it right.
