I have a Porter Cable PCB660DP drill press which is capable of 12 speeds.
Because of the low ceiling where the drill press is, it is a pain lifting the pulleys’s cover to change speeds.

Was thinking: would it work if I used the speed control that Harbor Freight sells?

Not going to work. It is much more difficult to regulate speed of induction motors which are normally installed in drill presses than that of routers with their collector motors, and that HF gizmo is just for the latter. You need to find something that can change the current frequency, and all solutions I know of are pretty costly.
