I’m perplexed about replacing pulleys. Do I first slide the pulley on the saw blade shaft the drive in the shim. It is probably simple but a first for me.

You mean key? Not shim. The pulley should slide on the shaft with the key in place. If it’s not going well, clean the key with some fine sandpaper. The fit should be close, with little to no slop but not so tight you need to hammer the pulley on.
