I am having a problem with the lower flywheel pulley on my Craftsman band saw. When I turn the band saw on, the wheel wobbles off. I have tightened the locknut on the key as tight as I can and it still wobbles off. Any suggestions as to how to remedy this issue? Please advise. Thanks.

Get a pulley that is sized for that size shaft. It sounds like your pulley has been run loose for quite awhile and egg shaped the hole. If that is the case you can’t tighten the set screw enough to keep it tight. you need to replace the pulley.
