Trying to make Garden Marker template

Please forgive my noobie questions I have not touched a wood working project since 1982 except for some wood burning. I recently started trying to build a small wood shop to try small crafts like boxes, signs and such.

I was asked by a friend to make some Garden markers for her Trees, Vegetables and Herbs.
I tried to design them in Vectric Cut2D but it seems they do not print out to the scale I design them in. I want 4×6 plaques. I made work area 8.5×11 to print on laser printer and 2 templates for the markers but when I printed them they were not to size, it seems you have to ZOOM in on the image to change the print size.

Can anyone tell me what software I need to buy to make signs and such to where when I hit print the template is to scale?

You can easily do it in Gimp… which is free. Plenty of other free software will do it as well… such as Inkscape if you want to do vector drawings. Most all graphic packages let you scale to any desired size. I’m not familiar with what you are using, but I would be surprised if it didn’t as well.
