Need help on child's pull toy wheels

Hi. I am brand new as a member of Lumberjocks. I want to make the toy shown in this youtube video, or at least something similar. I cannot find the plans for this. Does anyone know how to make the wheels so the toy has this kind of wobble?

Instead of drilling the axel holes on center, offset them. Look closely at the video.

Yep, what Dick & Barb said: The holes in the wheels are offset, and the wheels on an axle are rotate 180 degrees from each other (if lining up that offset would be 0°). You can’t offset them too far, or the wheels will slide rather than turn (as I think you see with the beginning of that video), though a rubber band might help traction.
