I am looking to buy a dowel plate to make dowels for draw boring my work bench.

I figured I would check here first to see if someone had a used one they dont want any more.

You could make one. I had a thick piece of hardened brass from a shower door hinge. I cut it to size and drilled the hole sizes I wanted, turned it over and used a countersink on the back side of the holes. Mounted it in a scrap wood block with the area for the holes opened up

. Works good for the occasional dowel(s) to match or contrast the wood in the project.
