I am on the end of repairing and repainting 4 carved Santas, three foot tall and Can I put mineral spirit mixed with urethane and get a flat finish? and if so, how long will it take to dry, do you know?

Buy a satin urethane finish. Read instructions. Done.

MS will not flatten a finish. Oil based varnishes are notorious for how slow they cure, but you might get one dry to the touch overnight, depending on environmental factors. Check the can, they usually indicate that there.
