It looks like a rather unique router plane.

its a saw jointer, you put a file in it and run it across the teeth make each level.

Yep it’s for larger crosscut logging saws. In addition to working as a jointer, it has the raker gauge on it to set the rakers at the right amount below the cutters.

They also work on “normal” sized saws…
