I want to make something like this for my brother.

Fairly new to woodworking…

How do I make the cut outs in the bottom piece where the phone is? Use a router table with stop blocks?

Any ideas appreciated

I would start with the wood oversized and use a pattern bit with the router and a mdf template. Then you would be able to see what you are doing. Then cut the piece to Final dimension around the routed mortises. Just my 2 cents.

Yup, what they said before I got my 2 cents in.
You can use the template with guide bushings to get the basic cut out and follow up with a round over pattern bit or continue to use the guide bushings to get the rounded edges.

To add to what has been said, the back in the picture appears to be laser cut and engraved (Best Daddy Ever), but there are other ways of doing that. What is not clear is whether it is hinged, in which case you will need to work out how to achieve that.

That box has three layers: a bottom, middle and top. Cut the rectangular holes out of the middle section with a drill and jigsaw, then laminate it to the bottom. Easy peasy.
