That “spring loaded hammer” on top is the key. I think Homick is on the right track.

Oh it’s definitely a saw set tool.
I just can’t find a picture of one EXACTLY like it. I found one similar:

Actually, now I look at that picture, it IS the same one…
I didn’t realize that the knob on the right was actually a knob. It was the angle it was turned.
