It is dull. One way or another, the chisel is dull, the drill bit is dull, or they are sharp, but the angles are wrong. If you have not sharpened and polished the chisel and bit, then check that first. Even new out of the box, you still should sharpen and polish.

Is the drill bit rubbing the inside of the chisel? That can create a LOT of heat from the friction also.
You do have to sharpen though as Matt mentioned.
