Bleach is caustic, it’s a mixture of NaOCl and NaOH (caustic soda). The caustic soda keeps the hypochlorite stable. If you add acid (any acid) to bleach the hypochlorite (NaOCl) converts to chlorine gas and outgasses from the solution. Chlorine is very bad for you, much worse than a solution of chloroacetic acid. Don’t ever add an acid to bleach!
Bicarb won’t do anything. Dump in a handful of steel wool or a bottle of corn syrup. These will both reduce (react with) the chlorine and get rid of it.

Gallon of milk? Being a acid we are after milk would neutralize as it is a base?
