Just a wag, but it looks like a 3/16” (or 5mm) HSS cutting tool that could be used to hollow smaller vessels.

My Sorby is about the same. Two scrapers and two cutters.
The round end cutter is for hollowing, the pointed cuter is for corner of boxes and the such (I have never used the pointed one)
I always use mine for hollowing; the tip can be fully rotated. Most of the time I only expose about 1/16” of the tip so it makes it almost impossible to get a catch. I use the main bar as a “bevel”.
This is a video on the Sorby and I am sure the Crown works about the same. I have never used mine with the bit extended as much as they show here.
