Bungy, I have a pole barn with a concrete floor, and yes the floor gets cold. If I built it or were to build one I would go with tubes in the concrete for radiant heating. The heat rises, everything is comfortable and the only thing that is needed is a hot water heater.

Thay being said, any insulation on the floor will help, even rubber mats. If you can build a subfloor I would do it because there are other advantages to one also. Besides insulating you can place DC piping there and put wire chases in it so that you don’t need to run extension cords everywhere.
