The set screw holes (likely more than one) are in the valleys of the pulley. Rotate the shaft and you should see the set screw holes. I found on a 1023 that really tight is necessary, tighter that I thought as they loosened after several hours of use. Since the holes in my pulley are deep enough I backed mine up with a second set screw. Adding a second short setscrew means remembering that there are two, but it solved my backout problem.
