If you’re using a spar varnish that’s oil based, the varnish will bring out the grain on it’s own. Hence, no need for the extra step of the shellac. The varnish will also bind to the wood better without the shellac. Using the shellac under the varnish outdoors may cause the varnish to need refinishing sooner.

Edit: Try to stay away from the urethanes like Helmsman. Also the marine varnishes will last longer.
