I’ve ben regluing a lot of chairs these days using the poly urethane glues. a good sharp chisel does a good ob of removing the sloppy foam , Then a light touch with a cabinet scraper, but most of the stuff I’ve been doing has some remnant of a finish, so it chips off prettty neatly.

If scratching the metal is a problem, you could always try wiping the surface with an oil, or using laminate sample chips broken in half….the edge is hyper sharp…and using that to clean u[.
