No, the knife height needs to be the same as the out feed table. That way as the wood is removed the outfeed table supports the board at the same height. That is how the board is flattened. Your problem is likely that the knives need to be adjusted to be even with the out feed. I know this because I had the same problem when I got my jointer. If your outfeed is not adjustable, you have to reset the knives to it. Loosen the knives and place a straight edge on the outfeed. Bring the knives up to where they just kiss the straight edge. That should fix the problem.
