I disagree,

In the direct aftermath of 9/11, tens of thousands of people calmly “walked” out of the danger zone in Manhattan. Even though there were fears that there may be more crashes, contaminated material in the debris and an overwhelmed public safety apparatus. People shared bottles of water, helped strangers and kept their heads. This happened in one of the most densely populated areas of the country.

The glass is half-full.
