It is really hard to tell if some critical parts are missing, as in fence parts. The fence is there, but are all the bolts, nuts, handles, adjustment thingys, etc.
To me, $200 of junk that needs 20 hours of work to make it to your standards at even $10 an hour makes that a $400 jointer. At that point, I think I would seriously consider a new one.
