Oh boy! This is another variation of things that have been suggested here before. By connecting to two different outlets, they are working off of outlets wired to the two different 120V mains that come into most houses in the US to get a full 240V.

Meets UL Standard 1012

I have to see a specific citing in the 2012 UL Standard to believe that. I looked this up before and I believe that the NEC up to 2011 specifically prohibits this.

Regardless, it is not a good idea! Wire a 240V outlet through ganged circuit breakers and leave this product to the snake oil dealers!
