Hammer him on the feedback. I got it, sometimes stuff happens. However, when he responded with “I will give you a refund”, he should have sent the refund immediately after that. I am sympathetic with his issues, but it is a business transaction and he is responsible to uphold his side of the transaction. He had ample time to complete the deal, he simply failed to. I use eBay a lot and feedback is invaluable. If I see a seller with feedback relating to not shipping an item or failure to provide a refund, I will stay away regardless if I need that item or not.

Don’t be afraid to keep eBay on his back also. To sell on eBay, you have to provide a link to your bank account so they can recoup funds when you fail to provide a refund. You will get your money back eventually.
