the carpet tape has no resiliency. as you turn the face the piece stress relieves and it separates form areas on the tape. check and see if the pieces that popped off are no longer flat where they were attached. you can get foam double stick tape that will overcome small variations in the surface but you may have to sand the leftover off because the sticky will stay on both surfaces and the tape will fail on parting in the foam body.
