I have made many toys and have done the wheel attachment both ways. I decided the wheels stay attached better using an axle peg for each wheel. I drill the holes for a tight fit all the way through the toy. One tip: if you have more than four wheels on a toy the center set of wheels may be too high (and not turn) or too low and the toy rocks front to back. Use the same axle pegs but drill out the wheels just a little and this problem goes away. These photos are of toys I made while still using single movable axles instead of the axle pegs.
