I drilled the rails in the front rail and drilled at least one hole in the table for the rear rail. I don’t remember the rationale for the method I chose, but it worked out fine and the fence works beautifully.
Drilling the thick steel rails was A LOT harder than drilling the cast iron table. And remember you’ll need to countersink the holes in the rail too.
If using a hand drill, I’d definitely try to find a way to drill the table. Just prop the rails in place with a saw horse and clamps. Then mark the drilling points with a sharpie. Remove the rails from the table, then center punch the drilling points.
