Thanks for the replies, it could be anything. I am aware that they made leather-working tools, they probably made all kinds of trade tools. My wife just brought me some of her old pinking sheers to sharpen, looking at my wifes scissors made me wonder if this is for scissor maintenance. Some of her tailors sheers have a split nut on one side, the other side has various shapes, some of them are square. Once it arrives I will see if it fits any of her old sheers.
