My CNC mill could easily make this. It would be easiest with the rotary attachment, but doable without. I’m sure you could do it “by hand” on a lathe if you were able to somehow index the turning carefully and then use a router attached to it, like you sometimes see the attachment for fluting? But instead of a straight line, it would require a lot of up and down.
