You are correct about the notches but, (always there is this but….:-)

As you noticed, I glue the “skirt” without the sanding paper mounted to the sander so, the sanding paper provides small space that lets me to operate the shop vac at “minimum” power (and it’s also quiet).
I feel some “vacuuming” action (the sander sticks to the board) but the DC is very effective.

Of course if you are using one of the “big boys”, it’s better to make some notches as you suggested.
