If it is a stain, it has to be applied over unsealed raw wood so it can penetrate. Since you sealed your wood with the shellac its not going to stay on. Your best bet is to sand the shellac coats and apply the stain. Since its also weatherproofing, you do not need to put somethign on top of it. Just apply two coats of it.
