I built a 15×30 deck with Ipe a couple years ago. Its a wonderful and very durable wood.
My suggestion would be to use a flooring sander to pull off any stains and graying if its exposed to outside weather.
Because this wood is so dense (over twice as hard as oak) it really doesn’t do well with oil finishes. The oil doesn’t penetrate.
I gave up sealing my deck after one season because it doesn’t last long at all when exposed to weather.

The only good option in my opinion is to use a heavy duty marine type varnish. The downside here is that this creates a VERY slippery surface when wet plus if exposed to direct sun you will have glare and yellowing.
It may be worthwhile to add some grit to the finish for traction.
