I beleive the situation is that you are getting 110 to the swith and motor. I could be wrong but certainly worth looking into. Are you using an extension chord? Check the 220 plug and ensure a wire has not come loose from a terminal. To me it seems you are only getting juice from only one of your 2 hot wires which would mean you are only getting 110 to the switch even if you think you are hooked into 220. Getting only 110 to the switch will give you the symptoms you are describing.

Do a little more diagnostics to ensure both hot wires are actually providing juice to tge switch. If so you may have a bad switch, but since it us new I doubt you have a bad switch. Have fun!
